The central European question this fall is whether the EU will sign an Association Agreement with Ukraine in November. The agreement is concluded, but the final hurdle is whether Ukrainian President Viktor Yanukovych will offer a full pardon to imprisoned former Prime Minister Yulia Tymoshenko.
